Mr. Zagzebski is a Professional Engineer registered
in Oklahoma, Kansas and California. Mr. Zagzebski
has over 35 years experience in project management,
business development, CAD, airfield and roadway
engineering, site development, structural analysis
and mechanical design, structural dynamics, finite
element analysis, stress analysis, computer
programming and construction management. Mr.
Zagzebski specializes in planning, design and
construction oversight for airport improvement and
maintenance projects. He served as responsible
engineer on more than thirty projects constructed at
general aviation airports in Oklahoma.
- EST personnel have served as engineer of record
for an array of airport projects throughout Oklahoma.
These duties included direct responsibility for
engineering studies and reports, developing
requirements for field surveys and geotechnical
investigations, design supervision and coordination.
EST personnel also performed detailed design
including pavement sections, preparation of
construction drawings and specifications, input to
construction safety plans, sealing bid documents,
preparation of construction test plans, approving
construction material submittals, review of
construction test results, review and approval of
contractor pay requests, conducting construction
inspections and meetings for airfield improvement
projects.

EST Geotechnical, Materials Testing and
Environmental Divisions have extensive experience
supporting Airport Improvement Projects. These and
other EST divisions are on call to provide skilled
and efficient expertise in all engineering facets of
airport construction, to include surveying and
construction inspection.
