Education: Northeastern State University & Oklahoma State University

Mr. Kelly is an Engineering Supervisor at EST and serves as Project Engineer over all our County Design Projects along with our Bridge Inspection, Utility Relocation Coordination and Construction Projects. Mr. Kelly has over 25 years in the transportation design industry and has been a Professional Engineer in Oklahoma since 1995. Mr. Kelly has been a Program Manager for NHI Bridge Inspection teams for over 15 years. He has served as a county engineer for several counties in Oklahoma in his career and has been coordinating the relocation of utilities for over 15 years.

- EST fields a staff comprised of Professional Engineers, Scientists, Consultants, Engineers in Training and numerous design, field and laboratory technicians with hundreds of years of combined experience in providing complete Bridge Safety Inspection services.  EST has seven permanent certified inspectors and owns nine permanent offices across the state to serve as bases of operations. EST is Oklahoma owned and has over 80 years combined Bridge Safety Inspection experience. All inspections are performed by trained professionals who adhere to all Federal, State and ODOT standards and guidelines.
