Mr. Kelly is an Engineering Supervisor at EST and
serves as Project Engineer over all our County
Design Projects along with our Bridge Inspection,
Utility Relocation Coordination and Construction
Projects. Mr. Kelly has over 25 years in the
transportation design industry and has been a
Professional Engineer in Oklahoma since 1995. Mr.
Kelly has been a Program Manager for NHI Bridge
Inspection teams for over 15 years. He has served as
a county engineer for several counties in Oklahoma
in his career and has been coordinating the
relocation of utilities for over 15 years.

EST has a tremendous amount of experience in
providing right-of-way and utility relocation
services to various entities across the state.
EST has extensive experience working with local
State Utility Branch and Right-of-Way Divisions
giving us an insight on exactly what is needed for
the project.
EST also has the capability in-house to provide any
surveying services necessary for any of the
projects. Our six survey crews consist of 2
Professionally Licensed Surveyors and are part of
the Oklahoma Department of Transportation On-Demand Surveying list.

design experience will enable us to provide accurate
acquisition and relocation services in the shortest
time frame possible.
Our multiple teams are ready at a moments notice
while our Norman office provides a short time frame
to reach a particular job when necessary.
EST’s survey and right-of-way team has over sixty
years experience providing survey and land
development services for private and public
