EST considers our personnel to be our most valuable resource. Currently, we have the privilege to employ over one hundred employees divided into five separate roadway design divisions and four separate bridge design divisions who have a vast amount of experience providing various engineering services to clients all over the State of Oklahoma. Currently EST fields a staff composed of Professional Engineers, Scientists, Consultants, Engineers-in-Training, and numerous design, field and laboratory technicians with hundreds of years of combined experience in providing engineering services. EST is proud to employ three Survey crews, construction management inspectors, materials testing technicians, hydrologists and bridge inspectors. EST’s hard working dedicated staff always puts the clients’ requirements first and strives to provide the best available services in the shortest time frame possible.


Michael Vahabzadegan, P.E.

Mr. Vahabzadegan will provide management and consulting with all roadway design, surveying, traffic studies, right-of-way preparation and environmental reviews. He has over ten years at the Oklahoma Department of Transportation as a Field Division Engineer, Assistant Division Engineer, and Resident Engineer. Mr. Vahabzadegan is experienced in managing both large and small roadway and enhancement projects. Mr. Vahabzadegan holds both a Bachelor of Science in Civil Engineering and a Master of Science Degree in Civil Engineering from the University of New Mexico and is a licensed professional engineer.


Paul Poynter, P.E.

Mr. Poynter is a principal at EST and serves as Vice-President over all structural and bridge design. Mr. Poynter is a professional engineer registered in Oklahoma and holds both a Bachelor of Science Degree in Civil Engineering and a Master of Science Degree in Civil/Structural Engineering from Oklahoma State University. Mr. Poynter was employed by the Structural Engineering Department at OSU for six years where he assisted others with numerous structural research projects and conducted his own research project to determine the fatigue capacity of steel bridge girders with special details. Mr. Poynter was employed by the Bridge Division of the Oklahoma Department Transportation (ODOT) where he rose to the most senior structural engineering position in the Bridge Division. He is thoroughly familiar with ODOT specifications and will review any structure design to conform to specifications.

Mr. Long is currently operations manager for the Southern Division of EST. Mr. Long responsibilities include preparing observation l reports, recommendations and proposals, scheduling jobs, performing field observations, problem solving at job sites, and client contact. The following is a list of some of Mr. Long’s experience/certification:

Michael K. Kelly, P.E.

Mr. Kelly is an Engineering Supervisor at EST and serves as Project Engineer over all our County Design projects and our Bridge Inspection, Utility Relocation Coordination and Construction Projects. Mr. Kelly has over 25 years in the transportation design industry and has been a professional engineer in Oklahoma since 1995. He worked for the Oklahoma Department of Transportation for 10 years and owned a Civil Engineering Company for 10 years. Mr. Kelly has been coordinating the relocation of utilities for 15 years as an employee of the ODOT and with his own firm. He has served as a county engineer for several counties in Oklahoma in his career. He has also served as the City Engineer for the City of Tahlequah where he designed and inspected the construction of Brick Sidewalks throughout the downtown area.
